Regulations for Technical Grade System of

International Referees

Chapter I: General Provisions

Article 1.  In order to strengthen the building of the team of Health Qigong international referees and regulate the Health Qigong international exchange and tournaments, the Regulations for Technical Grade System of International Referees(draft)(hereinafter referred to as the “Regulations”) is thus promulgated, based on the Statute of The International Health Qigong Federation.

Article 2.  The technical grade system of international referees can be divided into Grade B and Grade A.  The Techniques and Promotion Committee of the IHQF will be in charge of the examination and registration for the international referees.

Article 3.  For those people who abide by the Statute of The International Health Qigong Federation, adhere to sportsmanship, love Health Qigong, with healthy body and the ability to work as Health Qigong competitions referees, they all can apply for technical grade of Health Qigong international referees.

 

Chapter II: Qualifications for Application

Article 4.  The applicants who apply for the title of International Referee of Grade B should grasp and apply correctly the rules of Health Qigong competitions and the Regulations, be able to use the working languages of Chinese or English, and have refereed in no less than two international Health Qigong exchange and tournaments.

Article 5.  The applicants who apply for the title of International Referee of Grade A should have been International Referee of Grade B for three years, grasp and apply correctly the rules of Health Qigong competitions and the Regulations, have rich experiences in on-the-spot refereeing, be able to organize refereeing work for Health Qigong competitions and arrange competitions, be able to use the working languages of Chinese or English, have refereed in at least two international Health Qigong exchange and tournaments and undertaken the posts above chief referee.

 

Chapter III: Training and Examinations

Article 6. The international Health Qigong referees must go through strict training and examinations organized by the Techniques and Promotion Committee of the IHQF, in order to be able to get upgraded. The contents of the training and examinations include basic theories, techniques of forms and capacity in refereeing.

1. The theoretical examinations is based on hundred-mark system, and will be carried out in closed-book form. The contents include competition rules, regulations of refereeing and the basic professional knowledge of Health Qigong. The final score must be above 60.

2. The contents of the Health Qigong forms technical examinations are the Health Qigong forms promoted by the IHQF, the evaluation standard is based on the newly approved Health Qigong Competition Rules.

International Referee of Grade B should be able to practice more than three Health Qigong forms, and the score for technical examinations must be above 8.5.

International Referee of Grade A should be able to practice more than four Health Qigong forms, and the score for technical examinations must be above 9.

3. Examinations for refereeing capacity will be carried out through judging the on-the-spot demonstrations or video-taped performances by Health Qigong practitioners. The final score is composed of mark deducted(movement specification) by referees of Group A, mark awarded(level of performance) by referees of Group B, and mark deducted by chief referee. The final score must be above 60.

 

Chapter IV: Approval and Registration

Article 7. When applying for technical grade of international Health Qigong referees, the following materials must be submitted:

1.Application form of upgrading for international Health Qigong referees.

2.Personal ID and recent two-inch color photos.

3.Copies of the previous certificates of technical grade for referee.

4.Certificates of referee in previous international competitions.

5. Examination and evaluation fees.

Article 8. The technical grade of international Health Qigong referees is processed through application and approval. Member organizations can recommend qualified applicants to the IHQF according to the requirements for technical grade of international referees, subject to the review by the Techniques and Promotion Committee of the IHQF. After being suggested by the Techniques and Promotion Committee and approved by the Executive Board, Applicant who meets application requirements and passes the examinations will be granted technical grade of international Health Qigong referees.

Article 9. The international Health Qigong referees should be registered. Referees who have already been granted technical grade should be registered with the Techniques and Promotion Committee of the IHQF every two years through the member organizations to which they belong. The time for registration is from December 1 to 31 in even-numbered years, the registration fee is 50 US dollars per person each time. For referee who is not registered for twice consecutively, his or her technical grade will be nullified automatically, with the certificate of referee becoming invalid.

Article 10. International referees who have been registered must attend reexaminations every 5 years. If any referee doesn’t pass the reexamination, he or she will be prohibited from registration for once.

 

Chapter V: Designation and Assignment

Article 11.  For the exchange and tournaments organized by the IHQF, the posts above chief referee must be undertaken by International Referee of Grade A, the interim referees must be International Referee of Grade B. For the intercontinental exchange and tournaments, the referee must be undertaken by International Referee of Grade B. The technical grade requirements for assistant referees can be appropriately relaxed.

Article 12. For the exchange and tournaments organized or recognized by the IHQF, the referees must be selected by the Techniques and Promotion Committee of the IHQF. For other international Health Qigong exchange and tournaments, the referees should be selected by the organizers according to the principle of fairness and impartiality.

Article 13. As for the referees, the performance of duties must be based on the  avoidance system. When working in the competitions, the referees should refrain from contacting with the delegations in a voluntary manner. Before the competition formally starts, the list of on-the-spot referees should be decided through drawing lots. In principle, the referees should avoid refereeing in competitions in which the candidates with the same nationality of the referees participate, in order to ensure fairness.

Article 14. For the exchange and tournaments organized by the IHQF or intercontinental Health Qigong federations, the refereeing performance of the referees should be evaluated by the Director of Arbitration Board and chief referee/deputy chief referee jointly after the competitions conclude.

 

Chapter VI:  Rights and Obligations

Article 15.  The rights and obligations of the international Health Qigong referees are as follows:

1. Act as referees in various international Health Qigong competitions.

2. Participate in referee training organized by the IHQF.

3. With regard to the technical punishment imposed by referee organization, the international Health Qigong referees have the rights to lodge an appeal.

4. Obtain compensations paid by the organizers.

5. Carefully study the rules of competitions and the Regulations, adhere to work ethics, and impartially perform their duties.

6. Undertake tasks designated by the IHQF.

7. Voluntarily cooperate with referee organization in carrying out inspection on relevant refereeing work.

 

Chapter VII:  Penalties

Article 16.  The penalties for international referees include warning, disqualifying as referee for the current competition, suspending from refereeing for two years, revoking the technical grade and barring from refereeing for a life time.

Article 17. As for warning and disqualifying as referee for the current competition, they should be issued jointly by the chief referees panel and competition organizing committee. With regard to suspending from refereeing for two years as well as revoking the technical grade and barring from refereeing for a life time, before being implemented, they should be reported to the Executive Board of the IHQF by the Techniques and Promotion Committee.

Article 18. As for the referee who is punished, the head of the chief referees should note down this in the certificate of the punished referee.

The referee who doesn’t abide by the law or is intentionally involved in erroneous or omissive judgement, he or she will be given a warning. The referee who is given two warnings in the same competition will be disqualified as referee in the competition. The referee who shows denial of justice and is biased toward one side when performing duties will be suspended from refereeing for two years.

Should the referee engage in any of the following behaviors, he or she will be barred from acting as referee for a life time, with his or her technical grade of international referee revoked:

1. Offering or accepting bribes.

2. Intended erroneous or omissive judgement in important competitions, resulting in very adverse consequences.

3. Violate laws and regulations, resulting in criminal punishment.

 

Chapter VIII: Supplementary Provisions

Article 19.  The right to interpret the Regulations shall reside with the IHQF.

Article 20.  The Regulations shall come into force from January 1st, 2019.
