Dear Member Organizations,
In order to promote the standardized development of international competition activities of Health Qigong and strengthen the building of the team of Health Qigong referees, it is planned to organize the upgrading application and approval of Health Qigong international referee combined with the 2023 Health Qigong International Referee Skills Training Course. Relevant matters are hereby notified as follows:

I. The technical grade of international referee upgrading
According to the Regulations on International Health Qigong Referees Technical Grade System, the technical grade of this upgrading examination is Grade B International Referee.

II. Measures for the upgrading examination 
See “Notice on 2023 Health Qigong International Referee Skills Training Course”.

III. Qualifications for application 
1. Applicant from the member organizations within China must meet the following four qualifications
Has the title of national referee of China three years or above;
Served as the referee at the Health Qigong international events (see attachment 1) held by IHQF or CHQA; or served as the assistant chief referee or above in national events;
Served as head referee or above in national events;
Has the Chinese Health Qigong level of Duan 7 or above;
Participate in Health Qigong International Referee Skills Training Course and pass the examination (including the previous training course).
The qualifications above must be met at the same time.

2. Other member organizations
Served as the referee at the Health Qigong international events (see attachment 1) held by IHQF or CHQA;
Has the international Health Qigong level of Duan 4 or above.
Participate in Health Qigong International Referee Skills Training Course and pass the examination (including the previous training course).
The qualifications above must be met at the same time.

IV. Evaluation and Recruitment
The IHQF will set up a review and evaluation group. The applicants who pass the examination and the review by the group, will be published on the official websites of IHQF. 

V. Fees
Evaluation fee: USD100 for Grade B International Referee (pay the Organizing Committee together with the registration by the organization)

VI. Registration
The upgrading applicants shall submit their application materials (see attachment 2) to the Organizing Committee of the Tokyo World Health Qigong Tournament & Exchange before the registration deadline. The application form must be approved, signed and sealed by the IHQF member organization.
